I'd say just shy of 1 1/2 lb. I have a 13 1/4" perch in my photo album that weighed 1 1/2 lbs. The weight varies quite a bit for perch at those lengths, a half an inch could make a half of a pound difference in weight.

Check this site out. It doesn't have a perch option, but the bass option is pretty accurate for perch weight also. It's fun to play around with anyway.

hawgtime, has a good point. It depends because the perch could have been a female or male. Females fill up with eggs making them heavier. I caught a perch close to 15 inches that was 2lb 2oz. I would say that 13 inches is about 1 1/2 pounds.
