20" is getting pretty restrictive. If I was out all day and I caught a 22"er right before I packed up for the day, I wouldnt hesitate to throw it in the livewell. If it was mid to upper 20"'s then I'd throw her back, but Gunflint is right, when will it stop? Leave it at 24" and if the south has too much pressure, then change the regs south of the Minnesota river or something like that. Not every lake needs to be 20" and under.
