bike racks for camper top

I am looking to get 6 bikes of various sizes onto a rack on the top of our popup camper. I don't want the receiver type, because I want to be able to get into the back of the van still. I saw a few racks that go on the top of a popup, but I also saw some plans where someone made their own outta pvc pipe. Has anyone seen this, or made their own? I think I will try and make my own some how. I don't, or can't, shell out $500 for a bike rack. Also, could I put one on the back of the camper? will it throw off the balance and cause fish tailing?

I think I'd figure out a way to use conduit or cyclone fence top rail. Metal would be a little more substantial.
