Honda 3 wheeler 185cc for sale

I have a Honda 3 wheeler 185cc for sale.
It ran fine last year, but I haven't used it whole year, it will need a good carb cleanup or tune up. It's in ok conditions, few cracks on fenders, and normal wear and tear for its age.
First $ 300 will get it.
It works great on ice, light enough, but still can pull a sled with house and gear.
Located near Faribault, 25miles south of MPLS.

Is it licensed...or should I ask, can it be licensed?
A neighbor bought a used one and the serial/VIN number was scratched off, so he can't license it, hence he can't use it (legally) on a lake for fear of getting caught...

What's the green strap over the seat doing?

I never registered it, but serial # is on steering tube, very visible.

I can write a Dealer Bill of Sale for it, it shouldn't be too tough to find out where license is at.

Green strap is to hold seat down, it has a new cover, but I lost screws.

I had 2 people looking at it, it didn't with first one, but it sputtered and ran for a couple of seconds the second time we tried.

As I said it's being sitting in yard with a 1 year old tankful of gas, at least it should need a good carb cleanup.
