I would give the Welsh Lake State Forest north of Walker a try. I went there late last season and saw a lot of birds and its also very accessible and hunter friendly. If there aren't any birds there then you can always hit the Chippewa National Forest in that same area. Just choose an old logging road that looks promising and start walking around and you'll find birds. You won't have to worry too much about stumbling onto private property since its pretty much all public around there.
