Repainting enclosed trailer frame

I recently purchased an enclosed trailer as would like to repaint the frame as it has some surface rust on it. Can anybody lead me down the right path as to what paints and primers to use. Also is there a paint that will hold up to gravel and rock chips better than others?

It wasn't an enclosed trailer & it was a little spendy but we used bedliner(herculiner).We wire brushed it with a cordless drill,it's held up well.I'm not sure if/what was used for primer as the BIL did it.I'm sure you'll get more responses as this is a common problem here especilly with the wheelhouses.In fact you may want to search the Ice Fishing forum.
