I'm guessing that you have a manual lever to engage your 4wd. If that is the case the first thing I would do is lock the hubs, put the selector in 4wd, drive forward a short distance, then jack it up and try spinning each front wheel to see if one or the other of the front hubs are not engaging. When engaged, if you spin the wheel the axle should also turn. Manual hubs require periodic servicing and its possible that one or both are sticking or possibly damaged. If both axles do in fact turn when spinning the wheel, the problem could be in the transfer case or the front differential.
