Hey I really appreciate the info. I am going to my local Water Patrol office to get official documents. I have another question.
If a area is legally a "swimming area" is it them considered a public beach. Can I then technically drop anchor and swim in the "swimming area?"

I would like to know this also. Can people buy those 'swim area' buoys somewhere just to look authentic. I have seen people fish inside the buoys and had the homeowner come out and call the sheriff. Never saw them get into trouble from the police. It really doesnt seem right that someone could put these buoys out in a public lake. It seems to me that then when we are fishing we could put buoys out saying fishing area and when a jetskier or a waterskier comes to close we can call the cops. j/k. I don't the laws and would like to hear what the laws are if someone knows them off-hand.
