Young hunter lic. Stamp ?

My daughter who is 11 wants to come duck and goose hunting. She has passed gun safety class. From what I can tell she doesn't need a small game license but does she need the stamps? I looked and it seems grey to me. Anybody know for sure?

No stamps or license needed now. They did need it last year, but this year they did away with it for duck hunting.

Does the gaurdian need a license and stamps if not carrying a gun?
