Stuck choke

I have 2000 Big Bear and I bought it used this fall. I have been having problems with the choke sticking and not being able to move it at all.
Should I replace the cable and how hard is it?

Purchase some "cable lube" first and try that (WD40 also works pretty well). Look for obvious kinks, bends or cable outside damage along its route.

I have been waiting for warmer weather to check it out. There seem to be water where the cable goes into the carb.
I talk to the dealer I bought it from and he says that will happen and to take the cable off the carb an put some gas treatment on it to remove the water and also to use cable lube.
