Simplicity 555 snow thrower question

Question

The kid's rig has a problem and I am hoping someone can give an answer. The auger works but the 'blower' doesn't. I would say that the second stage isn't turning but the operator/parts manual calls it the 'blower'.

In looking at the manual I see a thing called a 'Spring pin spiral' Is that something like a shear pin? She has a gravel drive and so getting it stuck on rocks has been a problem.

Hopefully it is a shear pin replacement type of thing. If not what is the next best diagnosis.

If its not turning its got to be a pin sheared off.Gravel is the culpret! I also have a gravel drive,Fall time I remove surface rocks just the larger ones that seem loose.Then as it cools I water it and keep it damp waiting for thr freeze.You should also set the skids at 1/2 to 3/4 off the surface and get a snow/ice base then lower the skids,If it on a slope keep some sand handy for tire traction.NO salt or deicers on the gravel drive.
