Saddle valve won't shut off

I discovered yesterday that the saddle valve for my refrigerator doesn't stop the flow of water. So I have to replace it with something. I seem to recall hearing some time ago that saddle valves do not meet code; and even if it does, I want to do something more reliable. Can anyone tell me the correct way to tap into the hard copper line?

Cut it out where the saddle peirced the copper and install a T in that spot and put a compression stop on the new branch.

So I just use a stop like what is used for a sink faucet, except that it would have an outlet for 1/4" O.D. water line?

Cut the line install a 1/2 inch compression tee and a short piece of 1/2 coppper at the end of the copper install a 5/8 x 1/4 o.o. compression angle stop....no soldering involved...you are right saddle valves are illegal

I already have a tee and a small piece of 1/2" pipe. All I have to do is buy an angle stop. Simple and easy to sweat in a tee. I appreciate the help.
