Saddle valve won't shut off

I discovered yesterday that the saddle valve for my refrigerator doesn't stop the flow of water. So I have to replace it with something. I seem to recall hearing some time ago that saddle valves do not meet code; and even if it does, I want to do something more reliable. Can anyone tell me the correct way to tap into the hard copper line?

Cut the line install a 1/2 inch compression tee and a short piece of 1/2 coppper at the end of the copper install a 5/8 x 1/4 o.o. compression angle stop....no soldering involved...you are right saddle valves are illegal
