Your basement is cooler than the surrounding air. Cool air cannot suspend as much water vapor as warm air and the warm summer air contains higher levels of water vapor. Since this air is not isolated from your basement that same water vapor is found in your basement and because it is cooler, your basement is closer to due point. The relative humidity is higher and so the air is more damp. You could heat your basement but I don't think that is a practical solution.
