2002 ford windstar to buy or not?

hi my sister has offered me her van for about $1500. 196000 miles all highway. the left window does not go up or down the switch seems to click but nothing else. ac doesnt work this means nothing to me. cruise doesnt work. she just put new brakes in all the way around rotors drums etc. new wheel bearing. alternator battery and belt has some rust nothing in the frame that i can see. i want this to put a hitch on for pulling a boat its about 500 pounds loaded mostly less than 30 miles round trip any advice would be great she also was a stickler for maintaining it flushes etc has a 3.8 moter she replaced gaskets in it thanks

The tranny would be the weak link. But for $1500 if you don't beat it and only pulling 30 miles at a time should be ok for awhile.
