casting in schools

I casting for muskies one time last year about mid summer and it was early in the morning, actually i was bass fishing, then i saw outside some cabbage were huge schools of bait fish, the surface just rippled, then about every 5 minutes there would be an explosion in the middle of these schools, and i mean EXPLOSION, water would fly 3 feet in the air, i never did get a good look at these fish, but it was no carp rolling, whatever they were, they were attacking the baitfish, i casted about everything i could think of at them, buzz baits, jerk baits, bucktails and spinnerbaits right through the schools, but i never even got a follow of anything, i have heard this really works if you run across it, but it sure didn;t for me, i later snuck up to the baitfish and they were about 3-4 inch shiners, i was wondering if i did something wrong, or what????
