i like to use a 1/16 ounce lindy flyer with a minnow head. this time of the year they get pretty tight lipped. rattle drives em nuts. if that is too agressive for them my next choice is a flutter jig. my wife doesn't take hers off for any species and she ices alot of fish. if all else fails a dead stick or a tip up. good luck, the bite has been up and down but can still get some numbers

i dont know if minnows are leagal in Wisconsin but live bait [minnows] are not allowed in Minnesota in designated trout lakes. i do use them for trout but only in non-designated trout lakes. i guess i would go with a panfish set up with a waxie or eurolarva. minnow heads work great also with a small spoon as stated before. downsizing this time of the year is a plus in my opinion. i agree with that flutter jig. i believe its called gem-n-eye flutter jig. i would use one of the smaller sizes. i use this for other game fish as well. good luck.
