Pike in the shallows?

I usually fish in about 15-18 feet of water for pike at one of the city lakes and I was wondering when the pike would be moving in. I have been to this lake earlier this year and havent even got one bite yet. I know the action really heats up there in early July but I was wondering if the action wil be good before that.

Pike spawn before ice out in many places... then head to the weedlines, then to deeper water. We have been catching them at about 12' while fishing weedlines for bass... and crappies for that matter...

Im new to the area, but in the palces I ahve fished , they have always gone deep (except for the small ones) in the summer... in the summer I try pulling deep cranks, and Carolina rigging slug-gos or the like in about 18 to 24 feet...
