My guess is the property has a non-conforming septic. You can continue to use it as is. But anything that requires a building permit would require the septic to be made conforming and putting a conforming septic on .16 acre is impossible in that county.

St Louis county is an example of where that would be the case. The non-conforming setback is just frosting on the cake. My guess is that building on that lot in a conforming fashion is impossible. You can continue to use the property the way it is, and repair and maintain it. I know some of this stuff from watching the goings on around lake Vermilion, and reading the local paper.

I don't know what county you are in, or what the actual situation is so this is speculation on my part.

You might want to ask if they would consider one of the peat filter septic systems to be acceptable.
