How far do northern travel in the winter, the whole lake or do they stick around certain areas?

Why am I seeing walleyes in the bay that I am spearing are they in there feeding? Why cant I get them to bite, Ive tried small suckers, small & large shiners, fatheads, jigging, plain hook.
