Insulating around Furnace Vent

I've got a new to me home that has the furnace venting through the rim joist.. no surprise there.

There is no insulation in this rim joist bay.. and as you can imagine, you can feel some cold air in the bay. What are the requirements for insulation in this area? Do I need to stay x number of inches back from the exhaust pipe?
