Just place them on the ground and anchor them in and put your treds on. building code does not apply to landscaping. wink

I don’t disagree with that. But if you don’t follow these hard and fast rules your steps are not going to feel right as you walk up and down(mainly up) them. More than likely you are going to have people tripping up them. I like to do things the right way the first time, then I don’t have to ever redo things. jmho

Also, depending what they are attached to some municipalities will require you to have a permit and will inspect them.

Had same problem cept I had 33 steps to go down. Got a DIY book at menards that showed building them into hill with 6x6's. Less expense and less labor. No concrete! Just digging in the sand hill installing two 18" pieces of rebar thru the 6X6 on each side. One step sits ontop of next step. Then they are locked together and can't shift. Filled opening with crushed granite. Was a piece of cake! If you need name of book I can dig it up or send pictures. Also got some cool brackets for the railings from the Deck Store, and mounted them on top of the 6X6's, and they don't move! Good luck
