Fuel sending / Gauge problem (Boat)

Question

I've got a '99 Starcraft that the gas gauge doesn't work anymore. I looked online and went though a couple troubleshooting steps to no avail.

According to what I've read you should be able to cross the wires at the sending unit and the gauge should bury to Full. Problem is mine is stuck at full all the time. (at $4/gal I wish it were right!) cry I also have connectivity between the gauge and the sending unit at about 9.5 volts with the engine OFF. Any ideas as which direction to go? Sender or Gauge?

Not a wire problem...Pulled the gauge and "persuaded" it against the workbench. Needle went back to empty. I did pull the sender out and manually worked it and it went from E to F. Looks to be working now, although, I know I have almost a full tank and it shows half. Might be time to replace the gauge?
