There is either an issue with the fuel gauge not reading accurately and there is less gas in the tank than the gauge registers, the fuel pump is not in the correct position, or the baffles in the tank are not in the correct position.

I wouldn't hesitate to drop the tank to confirm the pump and baffles are good.

When the fuel recirculates back to the tank it is deposited into the sending unit. If there is a problem with the sending unit or there is an issue with the tank than the supply of gas would not be there when the car is parked off level. Is the bottom of the fuel tank dented?

I would bet the car would stall if you where to take a drive up a long incline for an extended time period or if you where to leave it idle in the conditions needed to make it not start?
