I'm pretty sure most of the harbors are mostly protected from the wind. I have heard of some near death ice breakages this year but they were all up in Ashland(lake superior) and saxon harbor(lake superior), haven't heard of anything like this on Lake Michigan, though I know of at least one harbor that runs aerators(port washington harbor) so not really ice-fishble.

As for how many there are around milwaukee, there are 2 in milwaukee, and one in each of the following cities. Port Washington, Racine, Kenosha, Kewanee, Algoma, Sheboygan, and I'm sure there are more along the lake but those are the ones I can think of off the top of my head. I haven't ice fished any of them so I'm no help on that. From the reports I am hearing, seems like a few browns being caught here and there but nothing crazy.

Lunker's right. There are 2 in Milwaukee. But any of the harbors from Kenosha up to green bay itself can be ice fished for brown trout. This year was hit or miss. One day would be awesome & the next 10 would be slow. But even one day with a fish like this is worth it. The second picture shows the beautiful golden sheen that this trout had. (14 lb)
