The only instance you can ship a firearm anywhere without an FFL is when shipping to a gunsmith for repair and that requires the firearm be shipped back to the person that shipped it to them. Also, you cannot ship a firearm through the US mail unless you are a licensee shipping to a licensee, otherwise you must use a common carrier, ie UPS, FedEX, Speedy...
