Anyone under the age of 16 does not need a license if the parent or guardian has purchased a nonresident license. The person under 16 may then take their own limit as well. The person under 16 may also purchase a nonresident license if the parent or guardian will not be fishing, however I would be careful if I were the parent or guardian not having a license and assisting someone under the age of 16 in fishing.
