Leaves on maple covered with little red bumps

I have a silver maple that the leaves are covered with little red and yellow bumps. They are not eggs when I squeeze them they are solid. Later in the year the bumps turn black. Any ideas what they are and what I can do to prevent this. I hit them with a fungicide but I think I did it too late. The bumps were already there.
