1999 oldsmobile alero fuel pressure

I have a 1999 alero with a 4300 engine that seems to be having a fuel problem, I checked the fuel pressure at the fuel rail and got 38 lbs. is this to low to run properly? I also had a misfire code on cyl 2, can both of these be related to a possible fuel pump problem? The fuel pump seem to whine very load also.

pressure a tad low, would look and see if it bleeds off when you turn the key off. should hold pressure, have you changed plugs out recently? I had a misfire on my newer 3.5 l dodge, it knocked the end of the plug off. so had to change plugs at 30k. think a piece of dirt made it out of the filter/pump. Does that car have a filter in the rear of the unibody? not sure on that old but would guess it is part of the pump.
