04 Silverado-wiper problem

I started my truck this morning, not realizing the wipers were still on from the night before. With the overnight snow and ice, only the driver side moved, the other was covered and iced to the truck!!!! After removing all of the ice and snow the passenger side wiper is off--works for a while, then slows and the two are not in sinc, sometimes works then slows ans the two hit. Anything I a novice can do. What needs to be replaced, how much will a shop charge, thanks.

Nut that holds wiper arm on is loose. Shut wipers off. Move loose wiper to park position like other wiper. Lift up cap on end of wiper arm that covers the nut that holds the arm on and tighten it.

Nothing to it. If I remember right it's a 10 mm nut or a size "medium" on your adjustable wrench...
