Is it possible that I only have one screw on my 3HP/9" Jiffy Legend?

It looks like there is maybe a second screw to the left of the one I can see but it has a silver metallic cap over the hole that I can't get off...

The EPA has been pinching small engine makers the last few years. I think they don't want you to make the air/fuel mixture richer.
