Moving an interior wall

I've got a 1950's house with nice big wood beams and columns in the basement. Currently the basement is finished on one side and unfinished on the other. The divider wall is load bearing but is purely just the big wood columns and a huge wood beam running across the top. There is crappy wood paneling attached to studs.

I'm going to move the wall to create more finished space. Can I just build a wood frame with 2x4s, nail it to the exterior walls, add studs, and move the crappy wood paneling to my new wall?

Do you need permits to do that kind of work? Is there anything that I need to watch out for?
