10/2 NM-B wire rating

Doing some wiring for an older 30 gallon water heater that is rated at 4500 watts (240 volts)

Is 10/2 wire rated for that?

10 gage wire is good to 30 amps. My calculator has your situation drawing 18.75 amps (4500/240=18.75). So yes, it would work.
