91 subaru 2.2 problem

i am throwing this out there to see if antone has any ideas. 2.2 starts fine but after about 30 seconds check egine light comes on and it idles wierd. goes from 800 to 1200 rpms. up and down. when you drive it it is real doggy until you reach about 2500 rpms then it is fine. heres the wierd thing. at idle you can take injecter leads off of both 1 and 2 cylinders with no change in how motor idles or revs up. any thoughts would be great i am lost on this one
