does anybody use chains on there car or truck tires on the ice?

It shall be permissible to use any of the following on highways: ... and tire chains of reasonable proportions upon any vehicle when required for safety because of snow, ice, or other conditions tending to cause a vehicle to skid."

It's hard telling what the "when required for safety" means, but I would guess there would have to be a couple of inches of snow or a very solid coating of ice on the road before you would get away with chains on a road.
