Star Trail question

Was riding the Star Trail through Woodbury to Lake Elmo this weekend and took a groomed (could see the groomer tracks!) offshoot from the trail along some railroad tracks into the town of Lake Elmo. We parked off the edge of the trail and walked into a restaurant 50 feet away for a bite. The bartender told us it was a huge fine for riding snowmobiles in Lake Elmo township.

Is anyone familiar with the rules on this? First year for driving in the city trails vs. up north and want to make sure we do the right and respectful things.
