tilt and trim problem help!

My dad has a problem with his 90 horse Mariner. the tilt and trim works but the motor will not stay in the up position. It slowly falls back to the down position. Is this a easy fix, any ideas? Thanks

Is it possible that the pressure relief screw is loose?Its a screw down at the bottom that takes a regular screw driver and allows you to manually adjust your motor up or down by letting the fluid bypass.If thats not it it must be a bad seal.

Bad seal more than likely, is the stuff oozing out by the rams? Could check the fluid level.
