Question On Spearing Regulations

Does anyone know if you can spear on the border lakes of South Dakota? I have heard YES and NO can anyone clarify this for me.... I have looked at the regulation already, NOTHING!!!!!

I have found that the DNR will usually get back to you in a day or so if you email your question to [email protected] They have been very helpful in clarifying some of those not so obvious regulations.
