Optimax trim problem?

I own a 175 hp Mercury Opti and am having issues with the automatic trim. It works just fine going down, but when hitting the up button (i have tried all 3; counsel,bow,motor)it sometimes just goes super slow and sounds 'dead' or sometimes it won't go up much at all. I have checked the transmission oil (or whatever it's called in the back of the motor) and that is topped off, but can't seem to figure out what's up. Does anyone have any experience or expertise on this? Thanks.

Have you checked if the manual bypass screw (on the lh side of the motor, on the outside of the transom there's a slot through the motor mount bracket with a big flat screw head) is tight?
