Crow Hunting

Star Tribune had an article about crow hunting with a bow. The author stated that he was hunting over a carcass of a road killed deer. Is that legal? i remember asking a local CO several years ago about using a road kill for bear bait and he was VERY clear that it would be in my best interest not to. Just being curious.

Pretty sure it's legal for crows, i've shot them over dead squirrels before and i hope that was legal.
