bolts on wheel house

Question

i have a 16' wheel house and theres one bolt that holds the wheel assembly on its bolted through a piece of tubing that holds my leaf spring in place then bolted through the frame and the bolt has 2 nuts on it but it still seems to come loose easily then my wheels tip in but when there tight the house sits fine so i was thinking either weld the nuts together and maybe to the frame? of drill out the bolt and nut and put a pin through it? any help on how to fix this is greatly appreciated

Normally when you have double nuts their purpose is to lock each other without the first having to be tightened down. If vibration is causing them to loosen up, I would recommend remove both nuts, clean thoroughly (I would use a brake-cleaner product), then reinstall both nuts in their proper position using blue thread locker on the threads of the bolt. Don't use the red thread locker!
