Its a turn signal switch assembly. Once you remove the plastic covers from the steering column there are a couple of screws that hold it in place. About 45 minutes for the average do it yourselfer to replace.

I think the ignition tumbler has to be removed to get the lower cover off. If it does look for the hole in the cover below the tumbler (the part that accepts the ignition key) If you look closely with a flash light you will see a button. Push it in with a small headed screw driver and turn the key to the on position. You should feel the button move in. Pull on the ears of the tumbler and it should pull right out.

Hey icechipper, I'm curious what you mean by a "acting up". When it is below zero and I turn the right blinker on I get a fast blink. ((kind of like it does with a bulb out) It was even doing it while still under warranty but of course it would not act up for the dealer. It is fairly infrequent so I will probably live with it but I'd appreciate a post if you fix yours and how it went.

Yep samething, it will blink fast, and I have checked the lights front and back when it does but can't remember if the flash or if one of them does not. The other issue is the wipper switch and washer "button" which is all built into the blinker, so fix one fix all hopefully. Now just have to decide when to replace it this winter or in the spring.
