Anyone know who makes/made a TC11 ice auger?

I think you are speaking of an older Strikemaster auger that has a Tecumseh engine on it. What else is written on the power head?

I believe that TC11 denotes a type of Tecumsah 2 cycle motor. The engine on my strikemaster is a type TC11
