3 flies for fishing

MN regulations say you can use 3 flies on one line while fishing trout, rock bass, sunnies & crappies.

What defines a fly?

A fly to a "purist" is probably quite different than it is to an "opportunist".

Can a fly be fished below the ice, or must it be done from a fly rod?

Just wondering what people here think.
