no, it was overcast and a low iso, if I remember right.

For fuzzy water pics like these, overcast skies, lowest possible iso and a polarizer or neutral density filter are best. Combined, these factors can bring a shutter speed of 1 to 8 seconds, which is the key to cottony water shots.
