Strange GBH behavior -- explanation?

My apologies for the poor quality of this. I'm more interested in your take on the behavior. I was shooting other things and did not care to shoot another heron in flight, but as this one got closer I saw its mouth was open and tongue hanging out, so I popped off a quick burst. It was a cool day, with highs only in the 60s, and this was just before the sun set, so it was cooler yet. My guess would have been that Mr. Jordan was trying to cool himself down, but since it was so cool, the behavior is a mystery.

What are your thoughts?
