Aerating lawn?

When is the best time to do this? Is it necessary to wait until early fall?

If you cannot water regularly then aeration should wait until early fall. All of the plugs pulled out leave holes that do help air reach the roots, but if there is no water, then they may dry out. If you have irrigation or have been watering through this dry period then you can aerate whenever you're ready.
