White Bear Lake access?

I'd like to start fishing WBL, but have never been there before. Can someone tell me where I can launch from at 5:00 a.m.? Thanks I see there's a ramp at the Ramsey county park, but can I get in that early, and do I need to buy a sticker for my windshield? The only other access I see is on Manitou Island, is this accessable early in the am ?

I don't think they ever close.. certainly no gates or fences... and the Ramsey launch on 96 is free... other costs.
