New to Red River Cat Fishing

Trying to plan a trip to the Red River. Will be fishing MN waters. Where is a good place to start? Town Name is fine. Will a Medium/Heavy rod with 14 to 20 pound line work well on the Red. Or will something bigger be needed. Any tips would be greatly appreciated.

I'd suggest Grand Forks or further north.
