4-step fertilizing

I bought the Scotts 4-step plan from the Depot and was wondering if I should wait on putting step 1 down with the cold temps and rain/sleet predicted, or if it's fine to do it now.

I think the first step involves the crabgrass preemergent. I would wait at least 2 weeks before doing the first step if it does have the crabgrass treatment.

Does the 4 step program come in 4 different bags? Did you buy it all together or seperately?

I ask because I was looking at the Fertilome product which has a 4 step program as well, but can't seem to find anyone in St.Cloud that carries it. So now I'm back to Scott's program and would like to know more about it.
