Try the smelt for pike...they might work without the head. If they dont try suckers dead or alive...shiners will work to but i have a hard time finding them big enough for my liking. I have caught some nice walleyes on tip ups and suckers fishing in under 10 feet of water for pike.

Another good one are dead ciscos. You can get them at places like Morey's. Ask for the unsmoked ones though
